As part of the continuous updating of the measurement parameters to evaluate the epidemiological risk posed by the disease caused by the COVID-19 virus (the "Virus"), on July 26, the Agreement by which the means of dissemination of the Guidelines for the Estimation of Risks of the COVID-19 Traffic Light by Regions, was published in the Official Gazette of the Federation. Article Two of the Agreement establishes that people who have been vaccinated against the SARS-CoV-2 virus two weeks after the application of the last dose, will not be considered among the population at risk of contracting this serious priority disease. Likewise, recognizing that the magnitude and temporality of the epidemic caused by the virus are heterogeneous among different cities, municipalities and nations, and that the international and national progress in vaccination altered the demographic profile and the dynamics of contagion-hospitalization-deficiency of the pandemic; on July 27, 2021, the Government of Mexico published the Guidelines for the Risk Estimation of the COVID-19 Traffic Light by Regions (the "Guidelines"). These Guidelines establish that each local government is in charge of updating the information systems for surveillance and attention to the health emergency locally, in order to adapt a plan for the implementation, follow-up and surveillance of socioeconomic activities, adjusted to the needs of each particular entity. In this way, it is avoided that, at the highest levels of epidemic risk, the essential economic activities of each entity are not diminished, thus promoting economic growth. Therefore, it is the responsibility of each federative entity to present its plan for implementation, follow-up and surveillance of socioeconomic activities in which the activities that can be carried out depending on the color of the epidemiological traffic light are established.
